Spousal Open Work Permits: IRCC Cuts Processing Target to 4 Weeks

IRCC has announced a major improvement to spousal open work permit (OWP) processing times, setting a new service standard of 28 days for 80% of applications — a dramatic reduction from the previous 14-week target that had caused hardship for thousands of families.

The announcement follows months of advocacy from immigration lawyers and newcomer support organizations who highlighted the economic burden on families waiting for secondary applicants to join the workforce.

Who Is Eligible for a Spousal OWP?

Open work permits are available to spouses and common-law partners of:

  • Canadian citizens and permanent residents (under family sponsorship)
  • International students studying in Canada
  • Temporary foreign workers in skilled occupations (TEER 0, 1, 2, or 3)

How to Apply

Applications for spousal OWPs are submitted online through the IRCC secure account. Applicants should ensure they have all supporting documents ready, including proof of relationship, proof of sponsor’s status, and identity documents.

The new processing standard takes effect immediately and applies to all pending and new applications.
