Ontario’s Workforce Priority Stream has a special education exception for Personal Support Workers that many applicants don’t know about.
The general rule: Most OINP applicants need a post-secondary degree or diploma — either from an eligible Canadian institution (at least 1 year full-time study) or a foreign credential with an ECA less than 5 years old.
The exception for PSWs: Instead, NOC 33102 applicants may qualify with just a 1-year Ontario public college certificate — as long as it’s from an eligible Ontario public college and involved at least 1 year of full-time study.
Why the difference? Ontario created this exception specifically for applicants with an approved NOC 33102 job offer. A certificate is not treated the same as a diploma under the general rule — but for this specific stream, it’s enough.
You’ll still need:
- A permanent, full-time job offer in Ontario
- CLB 6 in all four language abilities
- Eligible work experience
